Regulation (EU) 2026/1565: what changes in EUDR from 17 July

The Commission has amended the EUDR Information System rules (Reg. 2024/3084). In force 17 July 2026. Here is what changes — and what does NOT.

1. Simplified declaration — ONLY for micro/small PRIMARY operators (Art. 4a)

Micro or small primary operators (farmers, ranchers, foresters under Directive 2013/34/EU thresholds) can file a simplified declaration instead of the full DDS. The big one: their Member State may file it FOR them from national databases, assigning it a declaration identifier. It can be updated (keeps its identifier, triggers a fresh risk analysis) and withdrawn — unless it has been grouped. Note: if you are an importer or trader, this does NOT apply to you.

2. Grouping of declarations (Art. 8a)

Previous DDS and simplified declarations can be grouped by referencing their numbers in one new declaration. The individual ones are marked as replaced, and only the grouped reference number is passed downstream. Less paperwork for long chains — but beware: once a DDS is referenced in a grouping it can no longer be amended or withdrawn.

3. Contingency mode if TRACES goes down (Art. 15a)

If the system suffers an unplanned outage longer than 60 minutes, official contingency reference numbers and declaration identifiers will keep goods moving through customs. The Commission must publish the concrete measures before 30 Dec 2026.

4. Other pieces

Authorised representatives become recognised system users; one account per user with multiple roles; authorities can reject a DDS on high-risk grounds only until the reference number is issued; and the DDS attribution rules apply from 15 Oct 2026.

Quick questions

Does this delay EUDR?
No. Application deadlines are untouched: 30 Dec 2026 and 30 Jun 2027.

I am a small importer — do I benefit?
No. The simplified declaration is only for micro/small PRIMARY operators. Importers still file the full DDS with geolocation.

What if TRACES is down when I must declare?
There is now an official contingency mechanism: provisional reference numbers when an outage exceeds 60 minutes.
